A Portuguese Citizen named Lino Nunes, formerly a Clerk in the Treasury at Macao took refuge.

Communication. Hongkong having applied to the Govt of Hong Kong for the extradition of the said Portugues subject who was accused of the crime of cheating and fraud (burla) the Authorities at Hongkong refused to grant the surrender on the plea that the ordinance which confers such a power (No. 13 of 1870) is not yet law.
We forwarded to them in Dec. 1579 a letter from your office of 29 Nov.
There is herewith an agreement from Her Britannic Majesty's Govt at this court, proposing
